Governance Crisis Brewing in Senegal Football Federation Ahead of Key CAS Verdicts

A decisive ruling from the Court of Arbitration for Sport in the dispute between Mady Touré and the Senegalese Football Federation is expected imminently, according to Senegalese media reports.

The decision follows a hearing held on March 10 and was anticipated between March 17 and March 20. The outcome could have far-reaching consequences for the governance of Senegalese football.

At the center of the dispute is the contested election of FSF president Abdoulaye Fall. Should the CAS rule in favor of Touré, the election could be annulled, potentially plunging the federation into institutional uncertainty.

Such a development would come at a particularly sensitive moment. The FSF is currently considering a legal challenge against a decision by the Confederation of African Football Appeals Jury, which awarded the African championship title to Morocco.

Legal experts warn that annulling the presidency could create a governance vacuum, undermining the federation’s authority to represent itself in ongoing or future legal proceedings. Any appeal pursued without a clearly established mandate could be challenged on procedural grounds, including lack of standing, and may ultimately be deemed inadmissible.

There is also concern over procedural deadlines. Failure to act within required timeframes, or to regularize representation promptly, could result in forfeiture of the federation’s legal claims.

In a worst-case scenario, prolonged instability could prompt intervention by FIFA. The installation of a normalization committee would effectively suspend the powers of elected officials, further complicating or halting any ongoing proceedings before CAS.

As the football community awaits the ruling, the decision is widely seen as a potential turning point for the administration and legal standing of Senegalese football.
