Earlier in the day, Bayelsa Queen defeated FC Robo of Lagos 4-2 to lift the women trophy at Samuel Ogbemudia Stadium.
The men's final played at the same venue lived up to expectations as both Bayelsa United and Nigeria professional football league (NPFL) club Nasarawa United sizing each up.
It was Bayelsa United that drew the first blood earlier in the game through Okardi but Nasarawa did well to level the scoreline almost immediately.
The Lafia based team took the lead through Aliyu's well-taken goal after a nice assist from the league's top scorer Silas Nwankwo.
Just before halftime, Emo Joseph brought Bayelsa United level against to end the first half at 2-2.
The two teams returned in the second half to cancel each other but all their efforts proved abortive as the game ended 2-2.
It went straight into the penalty shoot-outs and it was the National League side that carried the day 4-3 after the penalties.
The victory means Bayelsa United will represent Nigeria in the CAF Confederation Cup next season.
