A couple of saves by Afelokhai saw Rangers unable to equalise in the second half.
Cletus Emotan of Rivers was sent off in the 72nd minute after his second yellow making the game turn physical.
Coach Salisu brought in Christian Nnaji and Dauda Madaki to replace Chinonso Eziekwe and Kenechukwu Agu to salvage the game, but the boys of Rivers held on to get their first win of the season.
