The decision was made on monday following a meeting between the Games’ five organising parties: the Japanese government, the Tokyo 2020 Organising Committee, the Tokyo Metropolitan Government, the International Olympics Committee, and the International Paralympics Committee. It is a major boost for the Games, which was under threat of being held without any spectators in venues to cheer on athletes, due to fears over safety and the risk of Covid-19 spread. There have been concerns about the risk posed by the Games among Japanese citizens and businesses, although recent opinion polls have suggested a softening in attitudes. Tokyo 2020 organisers said strict protocols will be in place for spectators, including a requirement to wear masks at all times and a prohibition of loud speaking and shouting.
